DoD contracts: FLIR, ITT Systems, APIC

The US Department of Defense (DoD) has awarded a number of new contracts and contract modifications for the development of optics and photonics components and systems in the past month. Here’s our selection of the latest DoD funding activity:

Announced August 18
ITT Systems Corp., Colorado Springs, Colo., is being awarded a $20,322,990 cost-plus-award-fee contract modification for the Systems Engineering and Sustainment Integrator (SENSOR), which is to provide system engineering integration and sustainment of ground-based missile warning, missile defense, and space surveillance sensors. The SENSOR systems currently include ground-based radars and optical systems controlled and operated by U.S. Strategic Command and Air Force Space Command.

Announced August 17
FLIR Systems, Inc., Wilsonville, Ore., is being awarded a $9,547,000 firm-fixed-price, basic ordering agreement for gyro-stabilized long-range thermal imaging sensor systems and pan-and-tilt long-range thermal imaging sensor systems, spare parts, upgrades and repairs in support of the Ground Based Operations Surveillance System.

The gyro-stabilized long-range thermal imaging sensor system is a long-range, zoom, color charged-coupled device, daylight camera and thermal mid-wave infrared imager, multi-sensor target acquisition, laser range finder, digital magnetic compass and target geo-location device stabilized gimbal assembly. The pan-and-tilt long-range thermal imaging sensor system is a long-range, large format, zoom, color CCD daylight camera and thermal infrared imager, mapping software and laser range finder capable of establishing target geo-location mounted on a pan-tilt assembly. Work will be performed in Wilsonville, Ore., and is expected to be completed by March 2013.

Announced August 11
Advanced Photonic Integrated Circuits (APIC) Corp. , Culver City, Calif., is being awarded an $8,700,000 modification to a previously awarded Section 845 other transaction agreement (N00421-03-9-0002) for commercial prototyping process technology needed to develop and fabricate prototype photonic integrated circuit chips for use on Navy and other defense networking and communication systems. Work will be performed in Honolulu, Hawaii (50 percent), and Culver City, Calif. (50 percent), and is expected to be completed in September 2012. Contract funds will not expire at the end of the current fiscal year.

Announced July 29
Honeywell, Minneapolis, Minn., is being awarded a $7,139,288 cost-plus-fixed-fee contract. The Defense Advanced Research Projects Agency is funding Honeywell to design, develop, and deliver a demonstration of a gyroscope with a goal capability of absolute reference navigation in a compact, four diameter optically integrated gyro-head. The work is expected to be completed by Aug. 27, 2012.

The circuits are used in the production of wireless communications equipment for the space, avionics, defense, commercial wireless communications, medical and other markets. AsiaInfo-Linkage,Inc. ( NASDAQ:ASIA ): Down 7.35% to $9.58. AsiaInfo-Linkage Inc. provides telecommunications software solutions in China. The Company provides a full range of telecommunications software solutions including network infrastructure, operation support systems, and service applications to China’s telecommunications carriers. Advantest Corp. ( NYSE:ATE ): Down 2.21% to $14.58. ADVANTEST CORPORATION produces semiconductor testing devices and electronic measuring instruments. The Company’s products include large-scale integration test systems, memory test systems, dynamic test handlers, network analyzers, electronic meters, optical testing devices, and signal sources. Blue Coat Systems Inc. ( NASDAQ:BCSI ): Down 24.72% to $13.31. Blue Coat Systems, Inc. provides Web security solutions that increase the protection and control of enterprise Web infrastructures. The Company’s Web security appliances are dedicated port 80 security solutions built to protect corporate networks against Web-based viruses, unfiltered Web communication, and inappropriate Web content. Blue Coat serves a wide range of industries.
