Four more arrested in North Portland food stamp fraud

Four more people--and there could be more--were arrested in connection with food stamp fraud stemming from a North Portland market, Portland police said.

The investigation began in November of 2010 which led to the April 2011 arrest of 54-year-old Bounthan Somsanouk, the owner of Oriental Market on North Lombard. 

A joint investigation by the Portland Police Bureau's North Precinct Neighborhood Response Team and the U.S. Department of Agriculture Office of Inspector General began when allegations surfaced of Oregon Trail Card recipients taking cards to the market and selling the benefits to Somsanouk at 50 percent of the value of the benefits.

The investigation revealed a pattern of persons entering the market and exiting a short time later without any groceries. None of the benefits from the cardholders were used at the market, but rather at one of the several other identified businesses, investigators said.

The four recent arrests include: Everett Hall, 42;  Ronda Bunker, 50; Penny Louise Arnett, 47; and Gregory Scott Alton, 49. All four were booked into the Multnomah County Jail and were arraigned Friday.

Repackage your food in smaller, resealable, plastic bags to prevent waste and more garbage. When you can, choose a location that others can't see very well. Know in advance where campsites can be found on the trail. Consult a guidebook or other experts



Oregon Trail Days; "Best Festival Ever!"

Organizers say they had close to 6-thousand people attended the two day festival, but for some the entertainment was second to the food. "I had shaved-ice, blue raspberry flavor, and I love shave ice," said Oregon resident Julie Davis.

The Oregon Trail – Part 3 « Searching for the Perfect Pun

We made it back to Portland with a special package in the back seat, a vegan strawberry rhubarb pie made in Eugene, Oregon. But we got slightly lost on our way back to our friend’s house. We ended up downtown which we decided to take advantage of. We wandered around into a couple shops including the gargantuan Powell’s bookstore. Portland has taken the food truck craze to the next level. Downtown alone there are perhaps a hundred food trucks ready to serve you. We tried a couple stands, but then I remembered we had to get back to the car as we had precious cargo in the back seat.

We ate the pie later that night and the extra time in the warm car could have only helped as the strawberry rhubarb pie won the prize of most delicious thing I ever ate. The next day I met its antithesis and saw the dark side of food trucks. We went to a stand that sold deep fried empanadas style pies. I picked the mixed berry variety which was shaped like one of those Hostess Fruit pies, but tasted ten times as oily. It made my stomach urpy and  into a whiner as we checked out Portland’s Japanese Tea Garden and the rose garden. There was supposedly a majestic view of Mt. Hood from up there, but it was a cloudy day so all we could see was the mountain’s base.

Next we segregated Orthodox Jew style. The girls went shopping and the guys got all rugged for a hike. We walked along a creek adorned with the type of greenery you could not find anywhere else (and no there weren’t any marijuana plants). There were fallen mossy logs you could climb over and orange tasteless raspberries you could pick along the way.

The hike was short so that night we had energy to attend a tiki bar with a full fledged karaoke selection. The love interest sang Poison by Bell Biv Devoe. I have a karaoke philosophy that you want to leave the audience wanting more. So I try to pick short songs where you’re not repeating the chorus a thousand times. (Though I was slightly conflicted against this philosophy as I had long wanted to sing the Star Spangled Banner and berate the audience for not standing up and putting their hands over their heart while I was singing). I settled on singing the 45 second long theme song from the television show Diff’rent Strokes. I was roundly booed off the stage.

The next morning was the last in Portland. We were to fly the red eye later that night. It was to be a day where we would drive to Mt. Hood, but alas it was raining. Instead we went to the museum where there were some nifty cars on display straight from a Speed Racer cartoon. The rain stopped late in the afternoon, but too late for us to comfortably drive to Mt. Hood. I forced the love interest to go on the hike to see some of this Oregon nature I witnessed the day before. My friend led us to an uphill trail where we got our shoes all muddy and were able to breathe in the oxygen expelled from the leaves of a million trees, but still we could not see Mt. Hood.
