The Round Rock school district, which earned the state's second-highest academic rating in 2010, this year has two schools that failed to meet state standards, securing "academically unacceptable" labels that will stick for two years.

The news comes as schools and districts across Texas see their ratings slide this year despite making academic gains. Figures released by the Texas Education Agency on Friday show that more than half of all Texas schools that had the highest rating in 2010, exemplary, fell in their ratings, and five times as many schools were deemed academically unacceptable, the lowest rating.

Locally, eight of the Austin school district's 112 rated schools missed state academic targets; last year, only one Austin school was rated academically unacceptable. Pflugerville this year has two schools rated unacceptable. Both traditional high schools in Bastrop failed to meet state standards and received the lowest rating. Hutto has two elementary schools that are rated unacceptable.

The Luling district as a whole received an academically unacceptable rating.

The Leander, Hays, Eanes, Lake Travis and Dripping Springs districts had no schools rated unacceptable, but fewer schools in some of those districts earned the state's highest ratings.

Administrators attribute the decline to changes in passing standards for the Texas Assessment of Knowledge and Skills. The education agency stopped using a controversial formula that helped campuses improve their ratings under pressure from critics who said the system gave a false boost. The state also required a larger percentage of students to pass the TAKS and counted more scores from special education students.

"Ratings will be lower, but it's not that fewer students passed," said Drew Scheberle, vice president of education for the Greater Austin Chamber of Commerce, which opposed use of the so-called Texas Projection Measure. "More students passed. It's that the commissioner decided that students who fail should no longer be counted as passing. He absolutely needed to eliminate TPM."

The poor showing stings especially this year, because it will be two years before districts can redeem themselves.

Starting with the 2011-12 school year, Texas public school students will take the State of Texas Assessments of Academic Readiness, or STAAR, instead of the TAKS. During the transition, the state won't hand out accountability ratings.

In Round Rock, which touts that it has one high school ranked among the nation's best , the news of two unacceptable schools is disappointing.
